The Rings COULDN'T be over their planets SPOILERS

In Origins, it showed the Covenant races with Halos in the sky.

But we know that couldn't have possibly happened.
Like, at all.

Obviously the Covenant have been to all the races homeworlds, I mean, how else would they have recruited them?

If the Halos were all over the planets, there would have never been such a fuss about trying to find them, and it would have been just one of those things, ya know?

But we know through the games and books that the finding of Installation 04 was a BIG THING and finding 05 was also quite an event.
