Johnson to me served as the last human contact the Chief could really depend on in his life. He'd been surrounded by so much death for so long that even though he'd occasionally get orders from higher ups to do whatever, there were no familiar faces in the crowd. No family or friends besides maybe Cortana, who as we know was also gone for most of H3 (and also isn't strictly human).

Then again, we don't know the full extent to what happened between H1 to H2 and H2 to H3, so maybe in between those times he was partying with his buds on Chiron.
