I dunno if it's true. :p Parts (or maybe all?) of Canada has laws requiring all warnings/notices to be in both English and French to avoid discrimination. It's one of the things that makes a multi-national release of ANYTHING a bit of a pain, but at Beta level, it's just not worth doing for some things. A beta release isn't simply a chunk of the finished product, it's an entirely separate release that incorporates selected elements of what they had so far, at the time the beta was completed. The actual product should already have bilingual support on it, but the beta wasn't written that way because as a test product, it didn't need a full release.
