They haven't had a good explanation, so? We don't have explanations for most of Covenant society besides the Elites and to an extent the Prophets and Brutes. The fact is they're not one of the main fighting forces of the Covenant, they don't interact with the other species like, say, Elites do, and they're not quite as unique as Engineers (avoiding any touchy details), so not as much has been said or shown about them as the other races.
