It doesn't : necessarily mean that he would be in a game though. Not that it would strictly have to take place after Halo 3. There is still a good 20 years of conflict to play with. Though lets be honest, with that Legendary ending, Bungie were inviting something to be done. The door was left open, so who can really blame Microsoft. Ensemble have basically done the same thing if you finish Halo Wars on Legendary as well.
