That's fair enough but the Brutes arrived hours after the pulse or shortly before. The decision to send them had to be made before Regret arrived on Earth. Leaving the Elites to scour Earth in search of a Holy Forerunner relic, and ultimately to uncover the most precious and sacrosanct Forerunner artifact in existence - the very portal that opened upon the Ark itself - would have placed all Truth's aspirations upon the shoulders of a species he had already decided to cast aside, a species splintered by heresy and derision, even amongst their own ranks. Would the events on Halo be enough to make him replace Regret's Elites with Brutes? Was it necessary for him to have any greater reason? Did he need the Ark to push him into that decision? Urk's post suggests that it was the Ark that tipped the balance but he would have to have known about the Ark prior to Regret's landing. Not just Forerunner tech.
