The concept of a SPARTAN-II perhaps
THe whole point is that they created the enhancements that would later be used alongside training for the S-IIs with the S-Is, who were already soldiers who either volunteered, or more likely, were "volunteered" by ONI. Using what they learned in the S-I program, the S-II program was more intensive and comprehensive.
