: Actually, page 16 of Halo: The Flood mentions that Project Orion was purposed : to create Super soldiers called "Spartans" and served as a : precursor for the Spartan II program. The full quote : In order to deal with increasing civil turmoil the Colonial Military Administration had secretly launched Project ORION back in 2491. The purpose of the program was to develop super-soldiers, code-named "Spartans," who would receive special training and physical augmentation. The Flood Page 16 9th paragraph.
