Wait....Miranda Keyes herself dual wielded SMGs in Halo 2 and dual wielded a Shotgun and pistol in Halo 3. If she can do it, why couldn't an ODST do it? Especially a male ODST who is probably much stronger and tougher than her. Dual wielding is not impossible for an ODST.
