Technically untrue, with Sigma Octanus. And again, canon is silent on the issue of when Forerunner tech is first encountered, and it could easily go the way first encounters with Elites went. In many ways, Halo canon has systematically shot down a good chunk of Fall of Reach, no reason for it to stop.

Its just a worker unit. Think an armored Aliens power loader, or a repurposed MJOLNIR 1-3 that's been renamed and upgraded to be useful.
