"Charge" doesn't apply only to electricity, it's much older and seemed to fit so they applied it to electricity, so it could be power and something else. My thought is, if we're talking about a weapon that actually would fire plasma, that plasma (because it's completely ionized) is especially responsive to magnetism, so it could shoot the plasma with a little (but very strong) magnet in the middle to hold it together. However, there isn't any evidence of these magnets. My other thought, almost straight out of Star Trek, is basically a divot in slipspace. I don't know how that might work, but it sounds like the typical "[tech filler]" explanation.
