Close to saving them all." : This makes it sound like they have to save species on only a little more than : 31 total inhabited worlds. Although the populations would be dauntingly : large, it's hardly a drop in the volume of the galaxy. I think the "close to saving them all" is just being dramatic, as the Librarian obviously knows he/she CAN'T save them all as they're going to activate the Halo Array. The extinction events and post-archival cataclysms on 18 and 31 worlds doesn't mean that those are they had. Also, this page... http://halostory.bungie.org/forerunner.html ..it says that their empire spanned at least this galaxy, encompassing both Einsteinian reality and Slipspace.
