: Evidence that they didn't. Circutus. You can't provide proof that they had these factories. Really, there's too many unknowns here, so instead, we have to look at the evidence provided regarding Forerunner industrial capabilities and draw a conclusion. The two most obvious answers are that either A: that they didn't have the factories to produce the Sentinels, or B: they had the factories, but the Flood were too powerful even for the armies they produced. Either one works.
