I'd like to point out that the Sentinel Factories on Onyx continued producing Sentinels long after the Halos were fired, evidence they did not require manual operation or manual transference of resources. You just gotta built a sentinel factory on some barren planet in space and let it rip.

If they were the Flood wouldn't have spread so quickly. Large numbers, billions of sentinels present on a planet's surface would provide an almost instant counter-attack to any Flood infestation. Sentinels could even be stationed in orbit and provide a fearsome barrier for the Flood to penetrate.

Not billions of ships though.

As you yourself stated, major military presence on planets had been discontinued. That would mean those who did infected would be lacking weapons, a target that would take a sentinel a few seconds to dispatch. With massive numbers of sentinels present on each planet, an invasion could be repulsed before the Flood would gain such a numerical advantage.
