Even if there were 1000 inhabited worlds in the galaxy at that time, with a force of 100 trillion sentinals that's 100 billion Sentinals stationed on each planet, ready to react to any landing of a flood ship, and annihilate an infestation before it could gain numerical superiority. Remember, most of the Flood Forms back then were unarmed, as the majority of those infected were civilians. Also note the average Forerunner planet had a population of 200 billion.
