From the Terminals we see that the galaxy had very many inhabited worlds 100,000 years ago.

The Flood attacked inhabited worlds. They picked up billions of recruits from each world. It wasn't fighting robots.

The Forerunners may have been slow to mount their response (though they had 300 years). At the end of the conflict they could muster trillions of Sentinels but this may have been limited to extra specially important locations. Those trillions would be spread very thin across the galaxy.

And the Flood had MB's help. This forced Didact's hand and the Array was activated.
