This isn't a war we're talking about, where the side with superior numbers and firepower wins out. It is a voracious and extremely contagious infection. It only takes a handful of infection forms to consume a planet, and even small infestations must be dealt with extremely harshly. Just look at Halo 3 -- a small industrial town like Voi is overrun, and the only cure is to smelt a good chunk of Kenya. With that level of virulence, it's not hard to see how the Sentinels could be reduced to a weak stopgap measure. Even an army of billions of robots could not hope to stop every Flood incursion (no matter how minor) on every Forerunner planet from every possible direction all the time.
