Did the Forerunner crew volunteer?

The [Halo effect] strikes our combined fleets. All ships piloted by biologicals are now [adrift].

I reckon that 'combined' fleets implies there were biologicals on Offensive's ships. Did the Forerunner crew know that the Halos were going to fire? Or was that a decision made by the upper echelons? If not, they were very brave.

But if all the Forerunner knew they were going to die, did individuals end up leaving messages behind? We assume that the Forerunner messages/artefacts are left with a cohesive message in mind, but we already know that Librarian and Didact disagreed considerably. I wonder how much of the Covenant's doctrine is dictated by a message scrawled on the wall saying "I'm not completely with the Captain's decision to kill us all . . ."
