Maybe the rings were resupplied from the Ark. The rings were probably made at the Ark and had to get their Flood from somewhare. The multiplayer map, Isolation, suggests that Flood are kept at the Ark. And before anyone asks, 'who would be mad enough to store Flood on the Ark?', ask yourself who would be mad enough to store Flood on a Halo ring?
