Key word: tactical. Halos seem to be both tactical and strategic weapons. (Difference being that a tactical weapon is directly useful in application, whereas a strategic weapon is useful by possession -- think "M16A4" and "nuclear warhead(s).") We know for a fact that Flood can be killed by brute force. I suspect the Halos have an ability to directly obliterate short-range targets; however, it makes sense for the effectiveness to decrease with distance. (Ergo, starvation becomes a more efficient strategy.) -ACE
