IIRC there are blue beam towers on Valhalla, which is on the Ark, What would the Ark need them for?

Maybe it uses the same sort of technology to send the signal which sets off the rings as the rings do to 'kill all sentient life'?
Which is why Installation 05 puts the others into 'standby' mode when it almost fires during Halo 2, it sends a signal instead.
