I'd say that this is extremely likely. Well, perhaps not all galaxies have been overrun, but at least some. A good question might be, how long has the struggle between life (i.e. sentient, bio-diverse life forms) and death (homogenous Flood, and Gravemind) been going on? Larger picture, life v death. Broaden the view, pan out, and you see not one solar system, not one galaxy, not one galactic cluster, but the entire universe laid out. Everywhere you look, an arms race. Life and Death, evolving as fast as possible, vying for the upper hand. Who were the Precursors? Where did they go? Why do the Forerunner know so little about them? Why did they want to follow in their footsteps? Is the Mantle nothing more than a directive from the Origin of Life to stand against the Flood and its abomination? As Didact puts it: "Know that energetic and tenacious as life is, it has an antithesis just as powerful. It is that thing which we must obliterate." The whole damn thing is a circle. It's a fractal pattern. No matter at what magnification you look at it, it remains the same.
