I don't think negligible is quite the right word there. We know that a Halo ring is 10k miles across. The planetoid in the center of the Ark only occupies about 2/5 of the forge area. All the cutscene indicates is that the ring is closer to the outside of the forge than it is to the planetoid (and even that isn't certain). It's entirely possible that the forge could be 2-3 thousand kilometers greater in diameter than a Halo ring, changing the overall Ark diameter by about 20,000 km.

In the original image, Stephen suggested the Ark diameter be about 90k-100k km, leaving plenty of room for such a discrepancy. Since I doubt the Rays extend much beyond the picture's borders, this size estimate is probably still fairly reasonable.
