Its possible but which humans do you mean?

Where was he asked and when?

I suspect that when is 100,000 years ago, before the array activation.

Installation 00? <- the Ark

Basis?

Didn't Sparky say that he designed the containment systems on Basis? Does that mean that he predates installation 04? If so then he could have been anywhere b4 04 was built.

He may have visited Basis to supervise the installation of the containment facilities.

He may have been built on the Ark and spoke to Forerunners there.

The two relevant quotes are:

Why would you hesitate to do what you have already done

To me that's like asking an American, 'why did you join the second world war?'. The individual in question may not even have been born at the time. What is meant is, 'why did you Americans join the second world war?'.

The Forerunners activated the array, the Chief is a Forerunner.

Again this is the generic you. It means, 'you Forerunners'.

It doesn't mean that Sparky is incapable of telling one Forerunner from another. Its just a story telling ploy that lets Bungie suggest that Humans are Forerunners without making it too obvious.

'You ARE Forerunner' was always suggested in the Halo story. It goes right back to all those instances of the Reclaimer glyph on human ships and uniforms, and Sparky's eyeball.

I think that the Sparky dialogue was just another example of this. As was his our lost time/human history comment.
