He knew before he went to Earth. He was one of the three Covenant members who decided to exterminate humanity because he wanted to hide the truth, that we are Forerunners who were left behind. He never thought of us as heathens, at least, not since he discovered that we were his Gods. <- happened not long after he discovered that there were aliens on Harvest. So he never spent any appreciable part of his life thinking that Humans were anything other than his Gods. <- maybe he thought of us as failed Gods or fallen Gods but still Gods. Forerunners.
