'Miniature' isn't quite the right term, as it's really just a bunch of 2-D buildings many miles in the distance. On a related note, the size of the Forerunner Dreadnaught would be considerably smaller than it's listing in your scale chart (which I assume is based on the relative size of the ship when leaving high charity, which is, in turn, based on the relative size of the holy city when next to Delta Halo) if it's meant to be at the same scale as those Covenant Cruisers. Given this image, however, I'd say the scale chart is fairly accurate and that one could aquire a much larger measurement for the Artifact using the dreadnaught as a reference.
