I agree with all of that, perhaps the reseeding part is more then is needed to tie up loose ends in the game - but I disagree with one minor part. When GS says (in the Library during Halo: Combat Evolved) “The installation was specifically built to study and contain the Flood. Their survival as a race was dependent upon it. I am grateful to see that some of them survived to reproduce.” - I don't believe when he says "their" he means the flood. It doent make sense that the Halo's are vital to flood existence - as flood can just eat across the galaxy on their own. I believe containment and study was vital to the Forerunners survial - since the Flood was/is a threat to them; and the Halo's and other installations were built (or retrofitted as was the mining setup in the atmosphere of that gas giant where the arbiter puts down the heretic) for containing and studying flood, and if worse come to worse, annihilation. Also - when he says he is glad to see that some survived to reproduce - I think he is referring to the MC and the other Humans on the ring. GS would be happy to see his creators have survived and reproduced (even if just because they are now around to activate the Halos since the covenant released the flood), but probably not so for a parasite he is helping a reclaimer eradicate (but getting the key to activate Halo). The quote, disambiguated, would read like this: “Halo was specifically built to study and contain the Flood. Forerunner/Reclaimer/Human survival as a race was dependent upon it. I am grateful to see that some Forerunners/Reclaimers/Humans survived to reproduce.”
