There are 3 parts to the war, at the beggining. It will come to that again. I'm guessing that the mural is referring to the fore runners on the top and on the sides, the monitors, or their sentinels, in the middle to watch over their mistakes in the past on the bottom. Future past and present combine on one image. So not only is it a warnign but also a peice of history as well.
