And powerful stuff needs a lot of.. uhm.. power. And rare stuff are, yes, uncommon, I guess.. And both possibly have some connection to the simular Elite/Spartan suits, since at least the swords are being used solely by wearers of such fashion.. If they indeed are any different from the standard shields of the Jackals, they could be a tad cumbersome also. Or not.
