On top of that, the domestic policy was very similar as well. Unity of population, a union of society and state justified by Heaven. Add to that the fact that the Qing emperors were usurpers from Manchuria who held all the top positions, while the bulk of the intellectual and working classes were Han Chinese, held together in an uneasy union, that broke into an overthrow of the Qing Dynasty. Much as the prophets rule uneasily over the covenant with the elites as the muscle and force behind the operations.
