Well, the old series "Monkey" was the same story, told as a semi-incoherent TV series.

Maybe it's just a homage to the series?

I seriously doubt that Tartarus is meant to be any kind on representation of the monkey king. The staff, incidentally, was meant to be one of the pillars of the Buddha's Palace (Or some such place). And going by all the legends of the Monkey King, you're more likely to have 343GS as a representation of him.
