Interesting. In fact, when you look at Regret's sermons and what the Halos do, doesn't it seem that, despite his misconception as to what the Halos are supposed to do, that what he says is dead on the mark?

"The Forerunners, our most exalted lords, built the seven sacred rings to create a new existence to escape their endless struggle with the Flood." (paraphrased, don't remember perfectly what he said.....)

Indeed, it seems he's literally correct: the Halos DID create a new existence free from the Flood, but this new existence was one where the Flood starved and went dormant, allowing new life to flourish within the galaxy.....
