Not entirely. Robbie Bach made an extremely similar quote back in May, after Gates' statement about Halo 3 and the PS3 launch.

There is a far more similar quote about Halo 3's release date ("when it's ready") but I'm still looking for it. It was around the same time.

In essence, yes I know they are quoting Bach as saying this now, at X05. But no, it isn't anything new, and isn't any more an "admission" that Halo 3 exists than anything else said by anyone else not part of Bungie.
