Okay... Let's assume that you're correct. Now, the index is matter at the end of The Library, so in order for Cortana to have it, she has to transform it into energy. To use it, it must be in matter form, so logically, she must be able to transform it back.

Now, if she can take matter, store it as energy, and then transform it back, why don't humans have infinite storage? Why doesn't Cortana carry around an extra Rocket Laucher for the Chief, or even just extra ammo? Or a Scorpion?
