Additionally, the Forerunner wouldn't be doing this to explicitly create a race capable of firing the Halo rings- this race would be, to quote, their spiritual successors. They probably knew that the competitive nature of life meant that it was likely for a race to become capable of slipspace travel before it knew how to "look at the big picture" and could misuse the Halo rings... hey... just like the Covenant. Ergo, they decided to make sure, abstractly, that at least one species in the galaxy would know how to handle things. I'd say that our basic reaction to the Halo rings- not to worship them and misuse them, even without knowing their true function- was another product of the Forerunner virus.
