From what I've heard, they are Grunts leftover from the beginning cutscene. Bungie had to put them somewhere, so they just threw em down the hole. The fact that they are spec ops and that their pistols form a triangle, I have no idea.

BTW: you can get down there just as easily by using the pelican in the beginning.
