This information indicates that the planet is in fact tidally locked. The stellar system is probably old enough that tidal forces have already slowed down Frigid's rotation to a mere 1:1 orbit-to-rotation rate, just like Earth's moon. This would mean that the sunward face would have a hugely different environment to the opposite side, where the atmosphere is likely completely frozen. There will be no wind or weather of any kind, making it possible for the extra oxygen around the beam tower to remain localised, spreading out only by Brownian motion. Another consequence is that Frigid's mantle, assuming it remains hot and molten, is not rotating like Earth's, and the planet lacks a magnetic field. Rather hazardous when you're orbiting an apparently unstable star! A reference in (9) is made to libration stresses in the planet, which may mean that a slight to-and-fro rotational rocking of Frigid. Here my astronomical knowledge comes up short, and I can make no further inductions regarding the consequences.
