In the book Starhammer (which seems to be a major inspiration for the plot of Halo) there was a race that had vanished around a billion years ago who I believe called themselves "wisdom seekers." The were very intelligent amphibians who had large reptilian heads. They were Starhammer's equivalent of Halo's Forerunners. It would not be surprising at all if the Forerunner were amphibian as well. And they would not be the only race whose inspiration lies in that book... (find a copy)
