Time travel is stepping backwards through time. Dimensional travel is stepping to the left or right. Another dimension may exist in a different stage of time, but universal time doesn't change, nor does your relative time. In other words, assuming that dimensions do not occur in direct parallel to each other (where an event in one dimension affects all other dimensions), even if you travel to a dimension where the Earth exists in its Cretaceous period, you have not literally travelled back in time. Universally, time has not changed, it's just that one dimension started later than the other. Technically, you have not stepped out of time. Conceptually, the two forms of travel are completely different. : Oh, and I heard that Halo 2 will feature a time-traveling boss monster that : mocks unfinished versions of games for being buggy, asks questions without : using the search engine, mispells your name, and then proceeds to tell you : all about the Covenant's point of view.
