Not exactly, it would take time but the Unruh effect involves virtual particles and can affect things at faster than the speed of light. Don't ask me how it exactly works but basically these virtual particles exist everywhere in space and the Unruh effect involves these particles (and anti-particles). In the 1970's, Stephen Hawkings first talked about how the event horizon of a black hole could produce radiation (Hawking Radiation = Unruh Radiation) and in the 1980's Unruh did more on the subject. Now I could be way off, but I believe the radiation is said to be in warp space and as it travels it has a photonic heat bath that goes along with it. You can measure its acceleration by how hot the heat bath is.

I don't know, I'm not figuring on the local years being quite what we think it is. I just know that 100,000 years was supposed to be the age of Halo in an early dialog clip from a marine (it was taken out of the game), and we have 60,000 years + 40,000 years = 100,000 years if the rocks came from the black hole (in FoR) and we have 100,000 some years mentioned in Halo: The Flood.

100,000 years just keeps popping up, there has to be something important about that number or near that number.
