I don't think the navigation data needs any black hole to be used as a transmission, however, the pulse-laser does. The Halos would have to be positioned correctly close to black holes I'd imagine.

The navigation data was not really in rocks, but in crystals. Certain things can receive certain kinds of signals and record them, much how we use antennas. I don't think the intention was to use the crystals to transmit data, they just happened to be in the right place at the right time to record the signal.
