The Forerunners would know where significantly large black holes exist. We have ways of finding them today and it is clear that the UNSC had the technology to do so forty years before the Fall of Reach. Anyway, no problem for the Forerunners to find a large black hole.
Perhaps Halo has a pulse-laser for transmitting messages, but to make one so powerful that it blows up rocks and backscatters them everywhere at near the speed of light. That isn't a transmission pulse, that's a weapon.
I guess the anology would be to take a microwave satelite dish and over charge it until it could fry frozen food at a distance.
The more I think of it, the more I think the Forerunners had a macabre sense of humor. So the signal that struck the black hole had the navigation symbols that tell of Halo's location. It's like a signature, "hey, this is who killed you guys."
Good thing the Sarge didn't end up the reclaimer and firing Halo, perhaps the next civilization might find out that a signal of old rock & roll music ended life in this galaxy...lol.
