Good speculation. However, Leela is also rampant, so I don't know if she would have any conscience. Also, note some of the prefix headers:

(process owner: BW – AI Class III – autonomous)

If Leela is rampant, I don't think she could be classed as "autonomous."
And I don't think this is a message she could have issued out prior to her rampancy, because the message isn't her "tone" of speaking.

It seems to me that the first message was sent out by one of the twelve (1+2=3! hmmm..) Pfhor AI's all based on Tycho's code. Since they weren't all rampant, I guess they could be called "autonomous."

Whoever engineered the autonomous AI's message clearly disagrees with Cortana and Durandal (or Cortana/Durandal) about escaping the closure of the universe. Therefore, it probably couldn't be the original Tycho (unless his opinion has changed).

The "slavishly loyal and humorless AI" sounds an awful lot like a description of Leela to me, though (although I suppose it could also be Thoth). The "hybrid war machine" REALLY sounds like the marine...I don't remember him having much of a concience, but we never really got any back story on our cheif character's personality...is it possible that he's starting to feel bad about all those BoB's he pointlessly murdered? Could he even be starting to regret working for Durandal?

However, the hybrid war machine could also be Durandal/Thoth, or perhaps Durandal/Thoth?Marine...I guess it's possible that they are all working for Cortana, the ends being escape of the closure...

This sounds alot like the pfhor to me...didn't they have churches on L'howon (Ex Cathedra)?
