It all makes perfect sense. I think here Bungie only wants to further solidify Cortana's involvement in the Halo Wars. Her amazing prowess in Terries and LMOTH signifies why she is such a major player in determining who will win on controlling the Halo landmass.

Then of course, Lahran? I figure Lahran is:

• A UESC figure that is in general control of the Halo operation. Maybe even a non-human that is assisting Earth against the Covenant and whoever else is going to oppose us. (his name is pretty goofy:) Therefore Lahran's Badboys would be the marines we see, as well as any force working for the humans.

• An entity with a lot to do with complex AI's like Cortana, or maybe significant others like Tycho, Leela, and Durandal. A possible creator genius of them all? If so then who knows how many Badboys Lahran has :)

• Lastly how do we know that Cortana is strictly human-based? Lahran might be the name of her Covenant creator--she could simply be acting expediently, much like...geh.
