Occasionally I forget to ask people to substantiate a report (a little out of character I know) and I read it as Gospel (those who write convincingly) and forget that it’s just supposition, conjecture, and hearsay. But you have to concede that if there were regular "official" progress reports outlining % completion in the different areas of Halo people wouldn’t have to resort to "making it up".
