I have a feeling it's safe to assume that all letters are unique. But it's just a feeling.
According to the words you came up with, at least two more letters need to be vowels. What if we get two more consonants? Then the glyphs couldn't form any single word.
I have a hunch that the numbers on the outside tell us how to patch together the letters into a long message. But with all the duplicate numbers and missing letters, I have no idea how to go about doing this...
