I've seen at least three other puzzles in my life that employed the tic-tac-toe grid in that way. I'm almost completely sure that the "C" shape corresponds to section 6 of the grid. However, the "I" completely stumps me. I have no idea at all what it could mean.
or wait...
Maybe the central symbol in G1 tells us how a tic-tac-toe game started. The "I" could be a roman numeral meaning 1, or the first move took place in section 6 of the grid. How the rest of the game continues, I'm stumped.
