I checked again where the "must be explored" polys are located. There are only two within the island. One is in front of the switch that lies next to the 2x recharger. The other is the corner near the recharger where all the weapons are located.
There are numerous "must be explored" polys along both upper and lower walkways. In particular, there is a long "must be explored" poly next to a string of shotgun shells that teleport in. Make sure you have walked completely over both walkways.
The only other "must be explored" poly is underwater in front of the elevator that takes you out of the water and up onto the island.
