I always thought it was just because the S'pht on Boomer finally were able to mass produce the fusion pistols in enough quantity to allow the "elite" BoB force. I guess this could be due to different timelines (in M2 Durandal doesn't have the time or resources as his corvette is facing an entire armada). Just my $.02
