Blayne, all "letterboxed" means to me is that the artwork is bordered at top and bottom with a black band. It's a technique they use when taking a widescreen movie and making it fit on a 4:3 TV screen without cropping the sides of the image off.
I don't think there's a hard-and-fast rule for how much black at top and bottom, but if you want to be anal, make your wallpaper at a wide-format monitor ratio (like my PB14-sized wallpapers @ 1152*728) and then reduce them proportionately to fit the nearest 4:3 ratio (like the 1024x768 my old PowerBook runs). Then just fill in the blanks with the color of your choice. looks like this:
